Το Ισραήλ έχει κατηγορήσει πολλές φορές την UNRWA ότι βοηθάει μαχητές της Χαμάς, λέγοντας ότι μερικοί από τους υπαλλήλους της συμμετείχαν στην επίθεση της Χαμάς στις επτά Οκτωβρίου δύο χιλιάδες είκοσι τρία στο Ισραήλ.
