Το κλείσιμο έγινε επειδή οι Δημοκρατικοί νομοθέτες ζητούν αλλαγές στις δραστηριότητες της μετανάστευσης μετά από τον θάνατο δύο πολιτών των Ηνωμένων Πολιτειών στη Μιννεάπολις τον Ιανουάριο.
